In our humble opinion, it isn't truly a ballerina party unless everyone's dressed as a ballerina. But do you ask your guests to come dressed, or do you provide the apparel? That depends. If you're inviting your daughter's ballet class, it's a safe bet that everyone is good to go with the uniform. But not every girl has a tutu at the ready, and you don't want people to go out of their way to buy a special outfit. We'd say to make an educated guess, and then buy or borrow a couple of tutus and leotards so no one's left out.
